The Spomen Dom, meaning Memorial House, was built to commemorate the first meeting of the National Anti-Fascist Council for the National Liberation of Montenegro and Boka. The gathering took place in November 1943 and led to the formation of the Montenegrin government and the new nation of the Socialist Republic of Montenegro.
